Physical Security Physical Security Hardware Specialist

DOD - USSOUTHCOM . Doral, Florida

General Qualifications: Must have an active personnel security clearance at the Top Secret (Interim Top Secret are acceptable) clearance based upon a Tier 5 investigation completed within the past five (5) years, and must be determined eligible for access to Sensitive Compartmented Information (SCI) level in the DoD personnel security system of record (i.e. JPAS, DISS, etc.).

Must have knowledge of the Federal Enterprise Architecture (FEA) and Department of Defense (DoD) Enterprise Architecture framework (e.g., SIPR, NIPR and Joint Worldwide Intelligence Communications Systems (JWICS) networks), and the Information Technology (IT)/Cybersecurity rules and regulatory authorities to develop and implement policies and planning concepts, and project management methods.

Must be proficient using basic Microsoft Office software applications (e.g., Word, PowerPoint, Excel, and Access). Must have a working knowledge working with using Records Message Traffic (RMT) and the Automated Message Handling System (AMHS). Must be proficient using personnel security processing tools, including the DoD personnel security system of record (e.g. JPAS, DISS, etc.) and Electronic Questionnaires for Investigations Processing (e-QIP).

Specific Qualifications: Physical Security Hardware Specialist must have the following experience:

  • Responsible for the ESS and CCTV network maintenance.
  • Sustain and maintain all ESS and CCTV network infrastructure from base provided communication infrastructure demarcation point to all ESS and CCTV downstream devices as well as the contractor leased lines. The contractor shall assist in the troubleshooting of failures due to issues caused by others.
  • Install (in accordance with ESS installation federal and local policies), maintain, and assist with the procurement of all PSE, ESS and CCTV components to include but not limited to: Series X-09/10 and cypher locks, biometric and non-biometric access controls, cameras, and all other components required to operate USSOUTHCOM ESS. The Contractor shall conduct the installation of ESS devices compatible with the current ESS infrastructure.
  • Ensure PHYSEC Vault is properly and maintained in a clean and organized manner. The Contractor shall provide input to establish and implement methods of procuring and storing a 20% inventory of all critical ESS products. All ESS items shall be inventoried quarterly to ensure accountability and availability. Accountability reports shall be submitted to the PHYSEC Branch Leadership within 5 business days after completed quarterly inventory. The Contractor shall establish a means by which to ensure a written record of accountability of all items.
  • Maintain current sustainable databases of ESS components to include inventory of ACS readers, ESS IT equipment, X-09, CDX-09, X-10, CDX-10 electronic locks, Simplex 900, Simplex 1000 series locks and Cipher locks. As a minimum, record by location, type, and serial number. Provide to PHYSEC Branch Leadership quarterly.
  • Conduct semi-annual testing of ESS devices. Testing includes Intrusion Detection Systems (IDS), Balance Magnetic Switches (BMS), and Motion Detectors for all secure spaces and SCIFs. The contractor will establish and retain written records of each test. These written records shall be provided to the Government along with a status for all devices. Test results will be reported to the PHYSEC Branch Leadership semi-annually within 5 working days of completion.
  • Troubleshoot, repair, or replace inoperable ESS devices. In the event an ESS device becomes inoperable, the contractor shall inform the PHYSEC Branch Leadership within 24 hours. Within two hours of notification, contractor shall repair or replace devices identified by PHYSEC Branch Leadership as mission critical. Devices identified as routine by PHYSEC Branch Leadership, shall be repaired or replaced within 48 hours. In the event of a catastrophic failure of ESS due to natural disasters or power surges, the contractor may be allotted additional time to replace devices as approved by PHYSEC Branch Leadership. Contractors will be required to respond to critical ESS failures after duty hours, on holidays, or weekends as needed to maintain the integrity and accreditation/certification of DoD classified information processing areas. Contractor shall provide and maintain standby roster for after/off duty hours response. Stand by personnel must respond within two (2) hours.
  • Develop and establish a system to track maintenance agreements with Lenel, Quest, Solar Winds, Microsoft, NETAPP, Thales, and all other software/hardware components that support ESS. Update status on Weekly Activity Report (WAR).

Education Requirements: Associate’s degree or five (5) years of specialized experience Experience as a Network Engineer a must.

Certification Requirements: Cisco Certified Network Associate (CCNA) - required Cisco Certified Network Professional (CCNP) – desired Cisco Certified Internetwork Expert (CCIE) – desired Other Requirements:

  • Must be able to lift 50lbs and climb a ladder, be familiar with UL Standards
